Open-data audit
How Japanese ryokans handle tattooed guests
An editorial audit of each inn’s or operator’s official website, with the quoted text checked against the live page at the time of research, across 633 published inns in 37 onsen areas — not a census of Japan’s ~40,000 ryokans. Counts accessed 2026-09-29; every policy re-audited against the inns’ or operators’ official websites on 2026-09-29.
The 30-second version
Counting only what inns or their operators state on their official websites, 49.6% of the 133 inns with a stated policy ban tattoos in the shared bath and name no private option. 50.4% offer some route to bathe — mostly a cover-up or a reservable private bath — and only 13.5% allow tattoos in the shared bath unconditionally. A further 500 inns say nothing on their own or operator’s official site that we could quote. For tattooed travelers the barrier is both a real wall and an information gap.

Every percentage below is of the 133 verified inns — never of all 633.

The five categories
- The guest may enter the shared communal bath with a visible tattoo, no conditions.
- Permitted in the shared bath if the tattoo is covered (a patch or sticker).
- Not permitted in the shared bath, but a private / reservable (kashikiri) bath is available.
- The inn’s or operator’s official site bans tattoos in the shared bath and names no reservable or in-room private option.
- The inn’s or operator’s official site states no tattoo policy we could quote. Not a synonym for “banned”.
allowedcover_upprivate_onlynot_allowedunknownThis is our editorial taxonomy, built to make the directory navigable for international travelers — not an official government classification.

By onsen area
Share of each area’s verified inns that offer some route to bathe. Areas with 5+ verified inns; the “unknown” count shows how settled each area is.

Methodology
- Sample. All 633 inns published in the Japan Ryokan Guide directory across 37 onsen areas — a curated directory for international travelers, not a census of every Japanese ryokan.
- Classification. Each inn is placed in exactly one of five categories using only the inn’s or operator’s official website. Every classification is backed by a quote from that site, with the quoted text checked against the live page at the time of research. The quotes are kept in our internal evidence records; they are not published in the CSV. OTA listings, reviews and third-party guides do not count. Where the official site says nothing, the inn is recorded as
unknown— never inferred. - Denominators. Percentages are of the 133 inns with a verified policy. The 500 unknown inns are excluded from the percentages and reported separately.
- Dates. Counts on this page were accessed 2026-09-29; the official-source audit behind every classification ran on 2026-09-29. Inns added since enter as unknown until audited.
- Method change. Before 2026-09-29 the audit also counted classifications we could not trace to the inn or its operator, which is why the verified count fell from 330 to 133. Earlier figures (including 85.5% with some route) are superseded and should not be combined with these.
- Data. The complete row-level registry is a free CC-BY 4.0 CSV, generated from the same directory, so the counts on this page can be recounted from it. It carries each row’s classification and audit date, not the source quotes, so it does not by itself let a third party re-check the classifications. Cite it with the access date.
Limitations to honor
- “Unknown” means the official site says nothing we could quote, not “banned” — 500 inns fall here.
- Policies and tattoo-size limits change; always confirm directly before booking.
- Small-sample areas are indicative only. Lead with the large-n areas.
- “Some route to bathe” includes cover-up and private-bath access — it is not the same as “tattoos welcome” in the shared bath.
What we did not measure
- Tattoo size limits, and how strictly staff apply a policy on the day.
- Rules for day-trip bathers who are not staying overnight.
- Whether a private bath costs extra or has to be booked in advance.
- Inns outside our directory. The directory leans toward inns that sell to foreign travelers, so these shares are not national rates.
Corrections & changes
2026-09-29— Restated from an official-source audit: a policy now counts only when the inn’s or operator’s official website states it, with the quoted text checked against the live page at the time of research. Live counts: 633 published, 133 verified, 500 unknown.
2026-09-22 — First publication of this audit page (earlier method: 645 published, 330 classified, 315 unknown; superseded). Corrections welcome at press@japanryokanguide.com; we log every change here.
