A verifiable, open audit across 645 published inns in 37 onsen areas — not a census of Japan’s ~40,000 ryokans. Counts accessed 2026-09-22; last full policy re-verification 2026-07-12.

The 30-second version

It isn’t a ban, and it isn’t open access. Of the 330 inns whose policy we could verify, 85.5% offer some route to bathe — but most of that is a cover-up or a reservable private bath, and only 8.5% allow tattoos in the shared bath unconditionally. 14.5% refuse outright. A further 315 inns publish no policy we could confirm. The real barrier for tattooed travelers is less a wall than a fragmented access-and-information problem.

The guest may enter the shared communal bath with a visible tattoo, no conditions.

cover_up

Permitted in the shared bath if the tattoo is covered (a patch or sticker).

private_only

Not permitted in the shared bath, but a private / reservable (kashikiri) bath is available.

not_allowed

No bathing route for a visibly tattooed guest at the property.

unknown

No policy could be verified from accessible published sources. Not a synonym for “banned”.

Methodology

Sample. All 645 inns published in the Japan Ryokan Guide directory across 37 onsen areas — a curated directory for international travelers, not a census of every Japanese ryokan.
Classification. Each inn is placed in exactly one of five categories from published, accessible policy sources. Where no policy could be confirmed, the inn is recorded as unknown — never inferred.
Denominators. Percentages are of the 330 inns with a verified policy. The 315 unknown inns are excluded from the percentages and reported separately.
Dates. Counts on this page were accessed 2026-09-22; the last full policy re-verification pass was 2026-07-12. Inns added since may not yet be re-verified.
Reproducibility. The complete row-level registry is a free CC-BY 4.0 CSV, generated from the same directory. Cite it with the access date.

Limitations to honor

“Unknown” means unverifiable, not “banned” — 315 inns fall here.
Policies and tattoo-size limits change; always confirm directly before booking.
Small-sample areas are indicative only. Lead with the large-n areas.
“Some route to bathe” includes cover-up and private-bath access — it is not the same as “tattoos welcome” in the shared bath.
